Heat oven to 375oF
Sift four, cocoa, baking soda and salt into a bowl. In an electric mixer on medium-high, Beat butter in bowl until creamy. Add sugars, beat until fluffy. Beat in egg. Add vanilla. On low speed, beat in flour mixture. Fold in chips. Spread batter into 13 x 9 x 2 inch baking pan. Bake for 20 minutes or until a wooden pick inserted in center comes out clean. Cool in pan on wire rack. Spread bar with frosting. Stir jam in small cup until smooth. Spoon into small plastic bag; snip small corner. Pipe jam in straight lines lengthwise over top of frosting.
